999 rings is easily obtainable in this level since there are a large number of enemies. As with all Chaotix Ring Attacks, make sure to use the Team Blast Glitch and Chaotix Recital combination on every enemy that you pass.
Power Plant
There are more than enough enemies here to obtain 999 rings. It helps if you do this on the extra mission since you will need to explore most of the level anyways. After the first gold turtle, there is a bubble shield in plain sight which will help in case you accidently get hit.
